Can they do this ?? HELP

Hi, first time user, here goes. A couple of years I purchased a one bedroomed local authority owned ground floor flat in an end terraced house. The housing association retained ownership of the upstairs flat. The property is very old and has structual faults. Anyway the housing association have now advertised the upstairs flat for sale. The property is in a distgusting state with most floorboards ripped up, loads of structual problems. i.e wall ties, roof etc. The association are effectively still my landlord, I want to know do they have any obligation to me being my landlord to ensure the upstairs flat is fit for purpose. I.e adequate insulation to reduce noise which has been a constant problem. I have been e-mailing the association for months re essential repairs and I feel they are bailing out financially and wish to 'get rid' of the upstairs. My concern is that if a private landlord purchases it and the association give up the freehold interset I will have little or no recourse re essential repairs to the upstairs. Can anyone advise please. !!!
