Paying off a relatives mortgage+cha...

My mum owns an ex local auth. council house, which she has left to me in her will..however, there will be an outstanding debt which I will inherit..therefore we have decided, that it would be best for me to pay off the balance and put the house in my name.. I would like to know how best to go about this, and is it possible to sort out without the expense of solicitors..any advice would be most appreciated..
