 Planning for the future

I am currently a college freshman who plans to live in New Zealand. I am also planning of transfering there the semester after next. I was wondering what the houseing situation is with New Zealand. Some one told me there was something like a 10 year waiting list that people outside of New Zealand need to get on in order to live there. I was wondering if this is just a myth, or, if it does exist, how one gets on this list and when it would be adviseable to get on said list. Thanks.
