Smoke detector requirements 

With regards to Smoke detector requirements, I live in a block of flats built after 1991. There are smoke detectors/sprinklers and fire extinguishers in the communal corridors, but nothing is fitted in the flat
in terms of a smoke detector. Should the landlord take responsibility for installing a smoke detector?

According to the Smoke Detectors Act : "1.-(1) A person who, in the course of a business carried on by him, constructs or arranges for the construction of a dwelling is guilty of an offence if the dwelling is not fitted with smoke detectors in accordance with the requirement mentioned in subsection (2) below.

(2) The requirement referred to in subsection (1) above is that the dwelling is, before its construction is completed, fitted with one or more smoke detectors in such manner as to make adequate provision for the early detection of the outbreak of fire in the dwelling."

If you are convinced that the smoke detector does not make adequate provision as per the Bill, then it is likely that the landlord should be obliged to fit the detectors.

I'm not being pedantic, but say youre flat burns down and the batteries on the smoke detector have run out, so the alarm doesn't go off, is it the landlords fault?

Pedantic or not, there is actually a good chance that the landlord might be responsible.

Assuming that the property is new enough to come under the smoke detector regulations, then I am pretty sure that the smoke alarm must be mains operated to avoid this problem of batteries.
