Warning: Housemartins Estate Agents!

Being a first time home buyer, I am a little nieve to the whole process of buying a property. I have put an offer into a property through Housemartins Estate Agents and my first offer was refused verbally by the agent on the spot (it wasn't far of the asking price). Having researched the market prices and determining that this would be a good 1st time buy for us, we were prepared to offer the asking price and did. We were the first to make an offer of the asking price and the agent then responded that another buyer was accepted at asking price and promptly refused to put our "higher than asking price" offer through. This was all too suspicous, so I investigated further only to find that it's illegal for them to do so. I am confident that the agent was not putting a false bid in place to raise my own, however, as the property is not overpriced in a good location, I believe that he must have a personal interest in the purchase with the other buyer. This is the only explanation I can think of that explains him not wanting our offer to go through which would make him more more money. The worrying thing is that this is not a cowboy employee doing a underhand manouver, it's the owner of Housemartins!! Having read more on the regulations, I have faxed an offer through to the agent which he confirmed was sent to the vendor... or did he? Does anyone have advice on how to report agents like this and who to? Thanks in advance
