Plymouth City Council granted planning permission for the Oceanique mixed-use development on the former site of Television South West's headquarters in Plymouth city centre.
The scheme includes a 31-storey, 120-metre high residential tower with 109 apartments and two 9/10 storey blocks comprising two hotels and 142 student apartments, as well as a car park and some retail space.
Devington said it would start work on the scheme this autumn.
